(a) Transfer responsibility. Operators are responsible for transferring activities when they are on site or controlling the transfer of hazardous substances. If the operator is not on the premises and does not control the transfer of hazardous substances, the carrier shall be responsible for the transfer activities. The operator or carrier must take measures to prevent transshipment spillage, spillage and leakage. (b) Operational requirements.
